Major Duties and Responsibilities:
The Senior Human Resources Officer, Africa CDC shall:
a) Oversees preparation of job openings. Advises on the preparation of job description and terms of
reference and subsequent position classification. Undertakes review of job openings, implements applicable HR
assessments and reviews recommendations of successful candidates.
b) Monitors the pace of recruitment in order to ensure timely fulfillment of targets.
c) Actively participates in short-listing and interview processes; ensures compliance to set practices and
d) Develops reporting criteria, develops and delivers monthly status reports and statistics to leadership
and unit.
e) Oversees on boarding of recruited personnel.
f) Supervises and monitors the work of the Human Resources Assistants in his/her area in undertaking
the full range of human resource management activities.
g) Keep track of separations (resignations, retirements, others) for smooth exit clearance (including exit
h) Act as the first line of contact in Human Resources for any employee relations issues involving
employees and managers
i) Support, develop and coach people managers on employee relations issues using AUC Staff
Regulations and Rules, procedures and best practices, ideally resolving issues where possible informally
j) Ensure that the Head of Employee Relations is made aware of any sensitive employee relations issues
as per AUC Staff Rules and Regulations.
k) Provides day-to-day performance management guidance to line managers and staff (coaching,
counselling, career development, remedial actions);
l) Capture learning and development trends and needs up to HOD career level and provide appropriate
guidance; plans as required in collaboration with the Talent and Performance Management team;
m) Partner with Learning and Development Unit within the Human Resources Management Division
(HRMD) to identify and ensure delivery training identified within the Personal Development Plans of each
employee in the client Directorate/Department;
n) Support, influence, and develop people managers in relation to their approach and consideration of
people issues, ensuring that they understand the impact of these on the individual and the organization;
o) Work closely with management and employees to improve work relationships, build morale, and
increase productivity and retention;
p) Talent Development and Mapping
q) Support the Head of HRM and Talent Team to manage the talent profile of the staff within the client
r) Identify within the client Directorate/Department possible talent needs for intervention and liaise with the
Talent and Performance Team to discuss appropriate interventions;
s) Follow up to ensure training is held and participate in evaluation and monitoring of success of training
t) Under the direction of the designated Africa CDC Incident Commander, and in working closely with
ARHM, coordinates the delivery of end-to-end HR services in support of Africa CDC Emergency Response
activities in accordance with AHRM standard operating procedures for a field operation.
u) Perform any other work as assigned by the Head Division of Management and Administration and
AHRM as appropriate.
