UNICEF is an international humanitarian agency for children established by the United Nations in 1946. The organization operates in more than 192 countries and works in the areas of health, education, water and sanitation, child protection, HIV and AIDS, nutrition, policy, and social protection. UNICEF operates in both humanitarian and development contexts, addressing the needs of children and women, particularly girls and the most vulnerable. UNICEF has been present in Cameroon since 1975. The organization works in the fields of education, water and sanitation, child protection, and HIV and AIDS. Meanwhile, its upstream efforts focus on advocacy and lobbying for budgetary conditions favorable to children and women, as well as on the formulation of policies to promote their growth and development. At the operational level, UNICEF Cameroon focuses on strengthening the capacity of stakeholders, service delivery, and the creation of partnerships to improve services for children and women. The Child Protection Program aims overall to ensure that children—particularly adolescent girls in vulnerable areas—are better protected against violence, exploitation, and harmful practices, including in the context of humanitarian emergencies. The program thus contributes to strengthening government and community child protection systems in order to identify and address violations of children’s rights more effectively. Particular attention is given to birth registration, the prevention of and response to physical and sexual violence, and the elimination of child marriage, based on evidence.
Social and Behaviour Change (SBC) in UNICEF is a cross-cutting programme strategy that addresses the cognitive, social and structural determinants of social change in both development and humanitarian contexts. SBC uses the latest in social and behavioral sciences to understand people, their beliefs, values, and the socio-cultural norms that shape their lives, with the aim of engaging them and increasing their influence in the design of solutions for sustainable behavior and social change. SBC is at the core of UNICEF’s mandate, with corporate results across sectors revolving around social and behavioural practices like immunization, breastfeeding, hygiene, and positive discipline. UNICEF SBC employs a mix of approaches including community engagement, strategic communication, applied behavioural science, service delivery improvement, systems strengthening and policy advocacy, and social mobilization to advance child rights, survival, development, protection and participation. How can you make a difference? In Cameroon, to drive change for children through evidence-based programme, UNICEF is supporting the Cameroon Government for the implementation of the national SBC Strategy, with a focus on Social and community listening and measurement of behaviour changes both in humanitarian and development context. Moreover, UNICEF Cameroon is seeking to move beyond disseminating information towards having conversations. SCL+M&KM will reinforce UNICEF’s leadership as a credible voice for and with children. During the past two years, UNICEF Cameroon SBC has experienced innovative tolls on tracking social media conversations and organizing community dialogue to improve people and community participation in programmes development, monitoring and evaluation. One of the major innovations was the introduction of Internet of Good Thinks (IoGT). Moving forward on innovation, UNICEF Cameroon SBC planned to introduce in 2026 I-Hear-U. The international UNV will have the proven skills to support Cameroon Social and community listening strategy, developing innovative solutions to capture people and community concerns on programmes for children. She/he will be up to date and passionate about the latest technologies, techniques and industry best practices including AI, and will be able to apply them to reach a broad range of audiences for a better response to people questions and preoccupations on social media and in community. In addition, the IUNV will facilitates knowledge sharing, content development, and capacity building initiatives. He/she supports team members with editing, design needs, and maintains the SBC internal SharePoint site. Additionally, he/she oversees the development of public-facing platforms and channels, ensuring accessibility and relevance. He/she curates case studies and best practices from program implementation for internal and external dissemination, fostering learning and innovation in social and behaviour change. Overall, his/her role encompasses enhancing collaboration, promoting learning, and showcasing the impact of UNICEF's Cameroon SBC efforts.
Within the delegated authority and under the supervision of the Chief of Social and Behaviour Change (SBC) or his/her designated mandated representative(s), the International UN Volunteer will: 1. Support design, planning, and implementation of Social and Community Listening (SCL) initiatives that are backed by social and behavioural evidence and strong engagement and participation mechanisms in both development and humanitarian contexts. - Provide technical support in development, implementation, and monitoring of Social and Community Listening strategies in line with global standards and UNICEF priorities and approaches, including to maximise UNICEF-managed platforms like Internet of Good Things (IoGT) and I-Hear-U. - Provide technical assistance to systems strengthening initiatives that have a Social and Community Listening component in both development and humanitarian contexts. - Advise on technical quality, consistency, and relevance of SBC digital engagement activities and platforms for engagement, ensuring quality and integration of the latest evidence and science-backed approaches. - Support the SBC Section in conducting the realization of the national Social and Community Listening capacity assessment. - Develop and/or apply tools, guidelines, and training materials to build national Social and Community Listening capacity among Country Office (CO) staff, implementing partners, and other relevant government and non-government partners. 2.Support the SBC planning and monitoring of the priority program interventions aligned to the SBC strategy - Support in identifying SBC behavioural objectives and outcomes aligned to the menu of SBC results and Cameroon SBC strategy. - Facilitate review and revision of the SBC results framework under the current SBC intervention programmes sections and partners. - Support development of the monitoring tools for behaviour change interventions and orient these tools to Monitoring focal points of programmes and partners. - Identify potential mechanisms and effective systems for collection of regular SBC data for reporting (this may include suggestions for innovative technology-based data collection tools/systems). - Support evidence generation and documentation for SBC programming including analysing existing core data and behavioural evidence for informing program planning and implementation, internal and external stakeholder advocacy. 3.Deliver Knowledge Management (KM) strategy for SBC - Assess the state of SBC knowledge management and identify the knowledge needs for the SBC on a continuous basis. - Map SBC knowledge assets and resources that the team and network can tap into, including personnel’s experience and expertise, knowledge products, networks, and partnerships. - Ensure that KM efforts are relevant, integrated across the section, aligned with, and deliver global SBC goals. - Coordinate and manage knowledge management-related activities within the SBC team, including planning, budgeting, implementation, and reporting. - Monitor progress against work plans, identify challenges, and propose solutions to ensure timely and quality delivery of outputs. - Collaborate with colleagues to integrate knowledge management principles and practices into project planning and implementation processes. - Manage content updates and maintenance of the SBC internal SharePoint site, ensuring information is current, organized, and accessible to team members. - Provide technical support and training to SBC staff on using the SharePoint platform. 4.Support editing and design - Provide editorial support for SBC materials, including reviewing and editing reports, publications, and communication materials to ensure clarity, coherence, and adherence to UNICEF's guidelines and standards. - Collaborate with SBC team members to conceptualize and design visually engaging and impactful communication products, such as infographics, presentations, and promotional materials, to effectively convey key messages and data to target audiences – especially partners engagement, advocacy initiatives, internal and external meetings, and webinars. - Provide technical assistance in selecting appropriate design software, tools, and templates for creating SBC materials, and provide training or support as needed to enhance team members' design skills and capabilities. - Maintain a library of design resources, including templates, graphics, icons, and fonts, to facilitate efficient and consistent production of SBC materials across different projects and platforms. - Coordinate with external vendors, such as graphic designers, illustrators, and printers, to ensure timely and high-quality production of SBC materials, and oversee the printing, distribution, and dissemination process as necessary. - Conduct regular quality checks and reviews of SBC materials to ensure accuracy, branding compliance, and alignment with organizational messaging and objectives, and provide constructive feedback to improve the overall quality and effectiveness of the content. - Stay updated on emerging trends, best practices, and innovations in design and communication technology, and share relevant insights, tools, and resources with the SBC team to enhance their capacity and creativity in producing visually appealing and impactful materials. - Foster a collaborative and creative working environment within the SBC team by soliciting input, ideas, and feedback from team members on design concepts, approaches, and solutions, and encourage experimentation and innovation in visual storytelling and communication strategies. Results/expected outputs: As an active UNICEF team member, efficient, timely, responsive, client-friendly, and high-quality support rendered to UNICEF and its beneficiaries in the accomplishment of her/his functions, including: - Strengthened Social and Community Listening strategy UNICEF Cameroon’s Social and Community Listening (SCL), based on social and behavioural evidence and strong engagement and participation mechanisms in both development and humanitarian contexts, delivers high-quality, relevant content that increases reach, engagement, and meaningful interaction with communities. - Digital technology for SCL (IoGT and I-Hear-U) effectively functioning as Core SBC Platforms The IoGT and I-Hear-U platforms are regularly updated, well-coordinated, and strategically used as strategic tools for SBC planning and monitoring, youth engagement, and alignment with other UNICEF digital initiatives. - Improved Community Feedback and Responsiveness Community comments, messages, and feedback collected through digital platforms are systematically monitored, analyzed, and responded to in a timely manner, strengthening dialogue, trust, and accountability. - Enhanced Visibility of SBC and Programme Results SBC interventions and programme activities (Health, WASH, Nutrition, Education, Child Protection, Social Policy, and Emergencies) are more visible and better understood through IoGT, social media, publications, and practical dashboards. - Stronger Use of Digital Data for Evidence-Based Programming Social and Community Listening data are effectively integrated into Planning, Monitoring and Evaluation (PME) systems, contributing to improved data quality, analysis, learning, and adaptive SBC and programme decision-making. - Improved Digital Risk Management and Strategic Amplification Digital social listening mechanisms enable early identification and response to misinformation and emerging issues, while strategic engagement of influencers and partners amplifies UNICEF Cameroon’s key messages. - Capacity development through mentoring, coaching, and continuous training, working (including supervising) with national staff or counterparts (governmental or non-governmental, including implementing partners (IPs)). - Age, Gender and Diversity (AGD) perspective is systematically applied, integrated, and documented in all activities throughout the assignment. - A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in, and capacities developed.

The Digital Engagement and M&E Specialist will be based in Yaoundé, and the position will be primarily office-based, with the possibility of partial remote work in accordance with the organization’s internal policy. A stable internet connection is generally available, although variations in quality may be observed depending on location and time periods. Occasional travel to other regions or intervention areas may be required. Such travel may involve more basic living conditions (limited connectivity, simple accommodation), but will be managed in line with the organization’s logistical and security policies.
